Participation in institutional culture has been a primary focus of governmental funding and reporting on cultural participation. The elite arts or 'high' culture have been privileged in governmental understandings of cultural participation. More recently, some of these activities have become increasingly commercialised, such as musical theatre, film festivals or aquariums.
