Definition
Terms and circumstances affecting the availability of a Record for consultation.

Specifications
Such conditions may be laws, regulations and policies, including policies and requirements pertaining to privacy, security concerns or restrictions; or they may pertain to the physical state of the Record, for example, conditions that require preservation treatment; or they may specify any software/hardware necessary to access the Record.

Extensibility
The attribute may be extended with any number specific attributes.

Scope Notes
Use in a Record Set description when the attribute is shared by all member Records of a Record Set.
The attribute provides information about the accessibility to a Record Resource, as well as the physical, technical or legal limitations that exist to providing access to it.
